I am facing the same challenge. Would be interested also in feedback of the group. The CGAP tests have disappeared.

I did some research and will be looking at two Open Source software programs

- MIFOS: http://mifos.org/


- OpenCBS http://opencbs.com/   This software is developed by an offshoot of the  French NGO ACTED


You need to be fairly IT competent to get them installed and maintain them.

On paying software Finance Solutions, www.sigmadc.com, is often mentioned and seemed  among the lowest cost available


Lastly, I liked the webbased system Musoni with mobile payment integration, http://musonisystem.com/, minumum 5000 dollar per year, all support included
