The Moris Rasik MFI in Timor-Leste (formerly East Timor) needs to replace our current MIS Project Manager to complete the roll-out of the Fern Software 'Abacus' MIS. This will require a full-time resident project manager for twelve months. The new MIS is being installed as a key element in Moris Rasik's transformation to a licensed and regulated institution.
The application is being installed as a stand-alone operation in each of Moris Rasik's twelve branches as the country's ICT is not yet strong enough to support a centralised database reliably accessed online by branches. There are some 12,000 clients with both savings & loan accounts.
Moris Rasik has a strong team of four local staff undertaking the clean-up & preparation of manual data and providing on-site training & conversion support to branch staff. They are near the end of the conversion of the first three branches.
There is a detailed roll-out plan for all remaining branches, supported by comprehensive documentation of the data preparation and conversion process. It is anticipated the outgoing project manager will be contracted to undertake the specific migration of data for all remaining branches.
The primary tasks of the new project manager will be to provide leadership to local staff for the remainder of the roll-out, work with the Staff Development Adviser to strengthen the training skills of the MIS team, and generally ensure the project is successfully completed.
