I think the best person to contact on this is Jeff Ashe. He's been pursuing this for a number of years and knows pretty much who is doing what and where in the US.

Subject: [MFP] ?'s Re: U.S.-based Group Loans for Immigrants
Colleagues,
I've been asked to advise a group starting a group-based loan program to help low-income people living in my city in the U.S. secure legal status. I would tremendously appreciate:
- information on group-based loan programs in the U.S. focused on immigrants,
- sample bylaws for such programs,
- links to videos of how autonomous or semi-autonomous lending and savings groups work. (These are to help the advisory group for the program understand a bottom-up approach.)
Thanks so much for any information that you might share.
Best wishes,
Madi Hirschland
