Consultancy: VS&L OPEN DAYS
Background
Women for Women International (WfWI) provides women survivors of war, civil strife and other conflicts with the tools and resources to move from crisis and poverty to stability and self-sufficiency, thereby promoting viable civil societies.
Women who enroll in our one-year program learn job skills and receive business training so they can earn a living. They come to understand their rights and how to fight for those rights in their homes, their communities and their nations. They learn how to become leaders.
WfWI implements a 12-month program of life skills, rights awareness, business and vocational skills training in 8 conflict-affected countries: Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda, and South Sudan. Since its founding in 1993, WfWI has served over 407,000 marginalized women and distributed more than $110 million.
Description of the Scope
WfWI recognizes a growing importance of complimentary activities as part of the training program. Specifically, WfWI is considering working with microfinance institutions and the civil society to identify and develop innovative partnerships that will lead to women's participation in VS&L approaches with an added access to financial services, products and innovations such as mobile banking.
Objectives
The objectives for this consultancy are:
- Coordinate successful collaboration between WfWI, Civil Society Organizations and financial services providers in implementing VS&L in DRC and Rwanda
- Pilot a successful VS&L networking and exhibition forum in Rwanda and DRC.
- Build Capacity of WfWI Economic Empowerment Managers in Rwanda and DRC on VS&L approaches and networks.
- Integrate current work on mobile services innovations onto VS&L platforms to the existing VS&L networking and implementation plans.
Tasks
- Identify Civil Society organizations that are currently implementing VS&L approach
- Identify and recommend available and practical financial services to support women in VS&L
- Coordinate collaboration between WfWI, CSOs, and service providers
- Work with WfWI Economic Empowerment Managers in DRC and Rwanda to develop an implementation plan for the VS&L approach, networks and exhibition forum.
- Implement VS&L networks in Rwanda and DRC which includes:
- Selecting women's groups from Rwanda and DRC
- Facilitating Staff training in Rwanda and Co Facilitating in DRC
- Coordinating VS&L network development and with the support of Economic Empowerment Managers
- Developing a monitoring platform for VS&L network integrated n the existing VS&L plan in DRC.
- Reporting on the VS&L networks
- Implement one regional VS&L network exhibition in Rwanda to include women for DRC
- This includes:
- Selection of VS&L networks
- Selection of venue for the exhibition
- Drafting and facilitating invitation to other partners in collaboration with WfWI country offices
- Managing logistics and accommodation of women
- Reporting on the outcome of the VS&L Exhibition
- Developing a generic VS&L implementation and networking plan for WfWI international.
- Integrate mobile services research recommendations the VS&L implementations and networks plans.
Outputs/Deliverables
- At least 3 VS&L networks formed in DRC
- At least 3 VS&L networks formed in Rwanda
- One regional VS&L exhibition
- Final report with monitoring framework for both networks and exhibition
Time frame and payment break down
October 2014 – February 2015 (18 weeks)
Week 1: DRC trip and desk reviews
Week 2: Meetings – DRC Inception Report (50% down payment)
Week 3-7: DRC VS&L networks
Week 8-12: Rwanda VS&L networks Implementation
Week 13-15: Plans for regional VS&L exhibition (30% payment upon approval of plan)
Week 16: VS&L exhibition and draft report submission
Week 17 -18: Report submission and approval (Final 20% payment upon approval of report)
Desired Qualifications and Experience
- Proven experience in working with marginalized women.
- Over 10 years facilitating successful VS&L networks in the region.
- Proven ability to deliver program across Rwanda and DRC
- Ability to work and deliver with minimal supervision
- Ability to work and deliver within tight deadlines
- Ability to facilitate appointments and follow up with civil society with minimal support from WfWI
- Three reference from previous experience of similar tasks/deliverables
- Knowledge of French and/or Swahili will be an added advantage.
