Perhaps, instead, the penny has finally dropped and the new Ministry of Small Business wisely realises that there is simply no mileage whatsoever in supporting more petty microenterprises into operation in already saturated markets for the very simple goods and services they produce? This would be my argument, given that to date very little sustainable employment has been generated in the post-apartheid microenterprise sector, while incomes of the poor micro-entrepreneurs have dropped like stone as a result of the programmed over-capacity.
