The rich have state- help.
The poor have self-help.
Wall-Mart is the biggest welfare receiver in the USA.
Please don't be naive, and think the non-for-profit organizations in the Washington D.C. area sucking the life blood of the American taxpayer through USAID are there to help poor people. They are there to make money.
By the way, middle-class is disappearing in the USA. Sometime soon there will be only super-rich and super-poor left. It will be interesting to watch.
